Fix `no-irregular-whitespace` false positives for strings #8667

Which issue, if any, is this issue related to?

Is there anything in the PR that needs further explanation?

I have a question.
In the thread, @jeddy3 suggested that ignoring strings might be needed for AtRule, Rule, and Declaration. I’m not sure what cases are possible with AtRule and Rule that could cause this error and that haven’t been covered by tests yet.
In general, I would appreciate it if you could point out such cases.

What about these cases for at-rules and selectors?

These are completely relevant test cases, thank you.

I have come up with approximately this solution:

All tests pass except for this one.

Is my understanding correct that it should no longer be rejected? If so, I should move them to the accept section.

Can you add more tests?

e.g.

double quotes

comments

properties that accept strings and identifiers (for example animation-name: "foo", bar;)

at-rule preludes (for example @font-feature-values "foo bar" {})

etc.

Some of them are already included, like the comments, and I have added some of yours.

I have a question.

Should we accept or reject this kind of code?

Syntactically, it's valid CSS, but it produces two cells: 'a' and 'a a'.
