- Remove use of vfsgen and replace in favor of go-bindata which we use in several
other places in Istio. This removes several lines of code, improves access performance,
and eliminates a snowflake case.

This reverts commit 81504f6.

This adds an option to istiod that can disable the support for
NodePort gateways.  With this disabled, istiod will not create an
informer for Node objects, which removes the need for cluster-wide
read permissions on these.

This is a reimplementation of the following for the Maistra 2.1 /
Istio 1.8 rebase:

 - MAISTRA-1723: Allow disabling NodePort gateway support (istio#180)
 - Ensure Pilot can run without privileges for reading nodes (istio#125)

A new istiod flag is added, `disableNodeAccess`, that will disable any
feature relying on access to Node objects.

This is a reimplementation of the following for the Maistra 2.1 /
Istio 1.8 rebase:

 - MAISTRA-1723: Allow disabling NodePort gateway support (istio#180)
 - Ensure Pilot can run without privileges for reading nodes (istio#125)
