Built-in `:checkhealth` checks for valid $VIMRUNTIME by attempting to autoload `health#check()`. closes neovim#2977 closes neovim#3159
This allows us to remove :CheckHealth later (avoids wildmenu noise).

:checkhealthchecks for valid $VIMRUNTIME by attempting toautoload
health#check(). Then it just callshealth#check().Some quirks/TODOs with built-in
:checkhealth::CheckHealth, which tab-completes plugin names):checkhealthshould callhealth#check()directly instead of routing through:CheckHealth. But this is annoying because imitating<f-args>is a bunch of extra C code.split()in health.vim
