bo := retry.InitialBackoffer(UpdateMemberBackOffBaseTime, UpdateMemberTimeout, UpdateMemberBackOffBaseTime)

We use UpdateMemberBackOffBaseTime to initialize total field, which is unexpected. The backoff will only be executed once.
