Enhancement Task

Currently, the status of the resource manager (admission control) service is not ready to use. The code itself is not completed, and there are no tests. However, we still need to maintain it, which could be a waste. We can rewrite it if we are required to make it an independent service. But for now, there is no such requirement. I suggest removing them all.
