Cargo has had pipelining enabled by default for a long time, without issue. Remove support for `build.pipelining = false`. (Continue parsing the option from the config file, but ignore it.)

I wouldn't say "without issue" Many uses It is not possible since the PR. For some projects (like dr-bonez/tor-v3-vanity#5) it is not even an option to use an older Rust compiler because their dependencies require |
