On today's `gcc-15` poco fails to build as:

Possibly because `SimpleRowFormatter` does not have constructors and
assignment operators that involve rvalue references?
Updated `noexcept` condition. Fixes the build on` gcc-15`. Still
compiles on `gcc-13`.
