Originally there was a plan to have a Misbehavior Arbitration Subsystem. It would handle determinations and punishment for parablock candidate disputes as well as other less serious forms of misbehavior.
This was never implemented. Instead disputes were handled by the Disputes Subsystem and other misbehaviors were mitigated at the protocol level via reputation. So the Misbehavior Arbitration Subsystem isn't needed at all anymore.
Therefore I cleaned up 😄
