Commit Message: Add stacktrace to ASSERTs Additional Description: Before this change, ASSERTs provoke a stacktrace, but it is always the useless two-line stacktrace ``` #0: sigHandler() #1: restore_rt ``` as demonstrated by the test case added in this PR not passing before the change. It's a bit odd that after this change there will be two stacktraces output on assert, but at least one of them will be useful. Risk Level: Minimal, it's just output from asserts so if it does anything it's during a crash anyway. Testing: Added a test case, and used to debug my production issue which I couldn't with the original version. When trying to build and run fuzzers that may throw an exception (e.g.,
`bazel build //test/common/http:path_utility_fuzz_test
--config=asan-fuzzer`) the following error occurs:

The Finagle-style refactoring introduced critical performance issues that made Peak EWMA slower than Least Request. This commit fixes the mathematical errors and restores Peak EWMA to envoyproxy#1 performance. Key fixes: - Fix alpha calculation: use proper time-weighted decay (1 - exp(-t/tau)) - Fix time gap logic: correct timestamp ordering and initialization - Optimize decay time: 2 seconds default (equivalent to ~0.3 smoothing factor) - Improve peak sensitivity: double learning rate for spikes vs hard reset - Add proper bounds checking and fallback values Performance improvements: - Slow server avoidance: 1.1% (vs 1.3% Least Request, 8.7% Round Robin) - Average response time: 18.5ms (vs 24.2ms Least Request, 152.3ms Round Robin) - Peak EWMA now outperforms all other algorithms in both metrics Technical changes: - PeakEwmaCalculator: Fixed exponential decay formula and timing - Default decay_time: Changed from 10s to 2s for responsiveness - Test updates: Adjusted expectations for new algorithm behavior - All 13 unit tests passing with corrected time-based behavior
