Pull Request Overview
This PR enables compilation of Dex without CGO by providing a stub implementation for SQLite3 that returns an appropriate error message when CGO is disabled. This resolves compilation failures that occur when trying to build Dex with CGO_ENABLED=0.
- Adds a no-CGO stub implementation for SQLite3 storage driver
- Enables building Dex binaries without CGO when SQLite is not needed at runtime

Somebody rised this once, but I didn't mange to find it quickly. With this PR it is now possible to compile Dex without CGO in case if the sqlite driver is not required in runtime.
