Description

I recently got tripped up by a broken channel that triggered the assertion.

However, the error is not quite helpful to the user. Even from the code context it's hard to understand what the issue is.

This PR replaces the assert statement by an AssertionError with a proper message. I've chosen AssertionError to raise the same exception type. Let me know if you would like to raise a different exception here.

@jezdez thanks for the response.

I'm not familiar with any of the details of the package cache. In this PR, I'm basically rewriting the assertion message to something slighlty more meaningful: It's better to explain what is wrong than only stating that someting is wrong. I see this as an incremental improvement.

Du to my lack of understanding of the cache, I don't know how to set it up in a test so that it triggers the assertion. I can offer to write a test that mock.patches PackageCacheData.query_all if that's enough for you.

If you want a more thorough test that explicitly breaks the cache to trigger the assertion, I would need some help how to set that up.

I have users for whom the assertion gets triggered, and it's quite difficult to find out what is wrong. It would be great if we can get this improved error messaging merged. Thanks in advance!
