Can apply retry and cancel operations on the process which should not be possible

To Reproduce

Steps to reproduce the behavior:

1. Go to Process view and select Completed and canceled filter
2. See the process Instances table with all the results, and in the operations column there is only a Delete icon
3. Slecet two of the proesses
4. Apply operations menu appears at the bottom of the table

Actual behavior

you can select retry or cancel the operation
it will show the popup menu with the message, and you can click on apply
by clicking on apply operation start, in the operation column of the selected process spinner is shown, and the operation panel opened

Expected behavior

should not be possible to retry the Completed process
or, in general, it Should not be possible to apply operations that are not shown in the operations column
