Description of changes:
This change updates the Windows conda install instructions based on
conda-forgework form @giswqs. TheWindows/Conda/CPUinstructions are the same as Linux and Mac (I bumped the suggested conda Python version to 3.10 for all of the OS's). TheWindows/Conda/GPUinstructions now have a warning that it is not supported until we migrate to PyTorch 2.0, and to use CPU install for now.Once we approve and merge these changes, we will also want to add them to
