9999 is enough and could avoid weird edge cases in nroff et al.

Like @nhooyr mentioned, let's leave the extra options out. Users should be able to achieve this via au FileType man setlocal ...
. (And if that doesn't work, that needs to be fixed rather than making shadow options for everything)

what 'linebreak' setting is needed, if any?
When nroff justifies a line, it fills the line with whitespace to meet $MANWIDTH. With $MANWIDTH=9999, that of course results in nonsense (and behaves poorly with 'cursorline' option). To work around that, instead of trying to hard-justify the lines, just replace the mega-whitespace with a fixed size of 10 spaces. Perhaps N/Vim needs a "soft justify" feature?

fix: set manwidth to not exceed the window width If we set the MANWIDTH variable to a value wider than the window, the contents wrap and formatting breaks. A more sensible way to handle this is to interpret MANWIDTH as a maximum width, but to set the width to the window size if smaller. See also: #9023, #10748.
