Refactored Comments Pagination Block code to include ToolsPanel instead of PanelBody.

Thanks for the PR!

I've left some feedback, so I'd appreciate it if you could check it.

Additionally, it's recommended to add the dropdownMenuProps to the ToolsPanel component so that the dropdown is placed beside the block sidebar.

Example:

dropdownMenuProps={ dropdownMenuProps }
