This PR is a bunch of updates. It looks like dependabot hasn't been runing as much lately, we might need to investigate.

In order of priority:

  • PyO3 -> 0.24, biggest change; fortunately not a big refactor
  • petgraph -> 0.7.1, removes some constraints on indexmap
  • rayon-cond -> 0.4, minor change but it bumps itertools with it
