What does this PR do?
Remove npm API calls.
Motivation
We hit rate limits very often.
Additional Notes
I tried to make
verify-ci-config.jswork without calling npm, butsemver.subset()is broken and I don't know how else to compare the ranges, so for now I simply disabled it.
