What does this PR do?
This PR pins both the Azure Extension Bundle and Azure Functions Core Tools to the latest stable versions in an effort to prevent a breaking change from affecting CI tests in the future.
Motivation
Recently an Azure Extension Bundle release introduced a breaking change for a given version of Azure Functions Core Tools. Currently, the latest version of the Azure Functions Core Tools v4 release line is installed for tests.
