Also ensure _nugetCacheDirectory is set even when searchPatternOverride is specified.

This adds support for the environment variable

I also slightly changed the control flow in the
MongoBinaryLocatorconstructor to ensure ensure that_nugetCacheDirectoryis not null even whensearchPatternOverrideis specified.
