About us

Justice and Care rescues victims of slavery and human trafficking. We rebuild their lives. We help the police to pursue and dismantle criminal networks and bring perpetrators to justice. We secure communities at risk from traffickers and spark systemic change. Internationally, we bring together world-class specialists – including social workers, lawyers, and researchers. Together they work to prevent crime, protect and restore victims, secure justice and bring about changes in practice, laws and systems. It is an all-out assault on slavery. We know it is vital to support governments to achieve national change. That is why we work with governments and law enforcement agencies to fight slavery and we share our expertise with people in power to spark systemic change.

    Human trafficking impacts an estimated 50 million people worldwide - a brutal crime that thrives on high rewards and low risks for criminals. Through our partnership with Justice and Care, we aim to test and scale solutions that, with the support of governments, can help protect vulnerable communities and support survivors.   • Today is the UN World Day Against Trafficking in Persons. We join the global call to dismantle the criminal networks behind modern slavery. Human trafficking is not random — it’s organised, systematic, and fuelled by profit. Traffickers exploit migration routes, supply chains, and digital platforms to coerce victims into forced labour, sexual exploitation, and even criminal activity. At Justice and Care UK, our Victim Navigators are embedded within police forces, yet operate independently — ensuring survivors receive immediate, expert care while helping officers build stronger cases against traffickers. In Bangladesh, our team directly supports prosecutions. Across our international programmes, we support frontline law enforcement to identify and support victims, train frontline professionals, and strengthen legal responses to trafficking.     Homeless people are being targeted by criminals. Being homeless makes people more vulnerable to exploitation. Those in temporary accommodation, sofa surfing or rough sleeping often face extreme economic hardship so the offer of food, work and shelter may seem like a good offer. But accept and they may end up being exploited - working for little or no pay and housed in substandard accommodation. Victims of exploitation may be less likely to report abuse because they worry about being evicted or become dependent on their exploiters for shelter or transport.   • 📢 New report backs long-overdue reforms on forced labour in UK supply chains We welcome the Joint Committee on Human Rights' new report and its strong recommendations on: ✅ Mandatory human rights due diligence ✅ Penalties for non-compliance ✅ Import bans on goods linked to forced labour We submitted evidence earlier this year, building on our research which shows that without stronger enforcement and accountability, modern slavery will continue to thrive in supply chains. The UK led the way with the 2015 Modern Slavery Act – but we are now falling behind.   • 🎥 New video launched to support and inform international care workers in the UK. Produced by Justice and Care and the Gangmasters and Labour Abuse Authority (GLAA), the video offers clear, accessible guidance on: ✅ Visa sponsorship and workers’ rights ✅ What to expect when working in the UK care sector ✅ How to spot signs of labour exploitation ✅ Where to go for help Between January and September 2023, over 117,000 health and care visas were granted – a 133% increase on the previous year.   • Call for research proposals!  📢 Justice & Care, with the support of the Australian Government, is launching a strategic regional programme aimed at the prevention of maritime people smuggling and human trafficking. A cornerstone of this initiative is a 12-month research study covering Bangladesh, Malaysia, and Indonesia, aimed at mapping the legal systems, policies, and actors that influence both regular and irregular migration.   • We welcome the UK Independent Anti-Slavery Commissioner new report: Neglect of the Policing Response to Modern Slavery. It echoes what we’ve long seen on the frontline — that without specialist support, many survivors are unable to engage in investigations, and too many trafficking cases collapse. The report calls for a national rollout of our Victim Navigator programme — a proven model that places independent specialists within police teams to support survivors, build trust, and improve outcomes.   • Yesterday, police in Glasgow raided suspected cannabis farms linked to human trafficking, making multiple arrests. Our Victim Navigators were deployed on the ground to help ensure that those exploited were identified and offered immediate support. As a result, two men have now entered the National Referral Mechanism and are receiving specialist help on their journey towards safety and recovery. At Justice and Care, we work alongside law enforcement to ensure that victims are not treated as criminals, but recognised and supported as survivors of modern slavery. 👉 Read more via STV News: https://lnkd.in/eZgk6ezG

  • 🚨 Are modern slavery victims in the UK regularly missing out on specialist support following changes requiring them to offer more proof of exploitation? 🚨 Concerns have been raised by new Justice & Care analysis that reveals six out of ten of adults referred to the Home Office via the National Referral Mechanism (NRM) now get a negative decision. This means they can’t access support from the government, which could include safe accommodation, financial assistance, legal aid and healthcare. Only around 1 in 10 adults received negative decisions before the requirements around providing more proof were introduced in 2023 - meaning our new analysis points to a huge shift. Our new issue brief also prompts questions about - 👉 Why certain groups are disproportionately affected by negative decisions - alongside adults, this includes those reporting modern slavery that happened outside the UK and those referred by government agencies like UK Visas and Immigration. 👉 The impact of these on potential victims and their access to support. 👉 How these decisions might affect prosecution of offenders. ⚠️ We are urging the government to consider our new analysis in the anticipated upcoming consultation on victim identification.
