Description
One of the important parts of 5 Calls is that we focus calls on reps that are relevant to the issue at the current time. We send calls to House reps when a bill is up for a vote in the House and swap to Senators and remove the House reps if it moves forward. Because of this, we've always just shown the relevant contact as below (from web).
Unfortunately this leads to confusion with some callers who ask that we "include their other reps" in the call list. We should disambiguate that we know their other reps, but this call is not relevant to them at this time.

To better communicate why you're calling the reps that we have listed, we should always list the house and senate reps, but we should show the not relevant rep(s) in a disabled/transparent state and the subtitle should state: "US House. This representative is not currently relevant to this issue."
Notably, we should not list other reps that we support. Governors, state reps, etc. Our calls are mostly house and senate focused and those reps are the ones people are most familiar with, and thus most likely to want to see.
