feat: While doing the rescan prefll the scan parameters that were being used in earlier scan #1381

Is there an existing feature or issue for this?
- I have searched the existing issues
Expected feature
When rescan is initiated, it would be a nice addition to prefill the existing scan params for example out-of-scope params, excluded URLs, etc.
or maybe an option could also be provided to prefill or not right after landing on start scan UI.
This is related to #1356
