feat: Make StartScan ui consistent all types of scan, such as schedule scan, organization scan, multiple scans etc #1357

Is there an existing feature or issue for this?

Expected feature
Currently, initiate scan has various ui that sometimes allow importing, other times don't allow out-of-scope subdomain import, etc.
Make all of the UI similar in terms of scan-related configs, all of them must have similar UI.
