Split `pgroll latest` into `pgroll latest schema` and `pgroll latest migration`

Currently, 

- `pgroll latest --with-schema=true` - is the schema name that can be set in the `search_path`
- `pgroll latest --with-schema=false` - is the name of the last applied migration

This is confusing and spitting this into their individual commands will make it clearer.
