[Drag & Drop blocks] Scroll block list when dragging a block

## Description

Implement the native version of [`useScrollWhenDragging` hook](https://github.com/WordPress/gutenberg/blob/trunk/packages/block-editor/src/components/block-draggable/use-scroll-when-dragging.js), which will be in charge of scrolling the block list when dragging a block.
