WooCommerce block templates do not load without Gutenberg plugin in WP 5.9 #5336

Describe the bug
WooCommerce templates don't load in the Site Editor on WP 5.9 unless you have the Gutenberg plugin installed and active.
To reproduce
Steps to reproduce the behavior:
- Ensure you're running WP 5.9 or later.
- Install a block theme such as TT1
- Ensure you also do not have Gutenberg installed
- Go to URL
/wp-admin/site-editor.php?postType=wp_template - See no WC templates loading.
Expected behavior
Expected WoCommerce templates to be listed here.
