Allow base and query URI differences in segment mismatch error check
Why is this Pull Request needed?
This check is to ensure that the same relative URI has the same media sequence number and discontinuity sequence number. When the segment base uri or query was replaced, a "media sequence mismatch" error should not be emitted.
