This PR will...

Update next load position if currentTime is not being used on seek

Why is this Pull Request needed?

Improves logging for seeking and ensures that media is streamed at the seek position even if there isn't enough buffer for playback.

Are there any points in the code the reviewer needs to double check?

I wasn't able to reproduce #7327 but deduced that this was the issue based on the logs. This is a reasonable change to make.
