This PR will...

Make appendBuffer error fatal when HTMLMediaElement.error is present.

Why is this Pull Request needed?

There is no point in retrying appends when the media element in in an error state.

Are there any points in the code the reviewer needs to double check?

Resolves issues:

Related to #7116
