VCIP02 The Veles Core 0.18.0 "Blockchain Barracuda"

• Integrate Veles Core into bitcoin 0.18
• Add multi UI theme option (Bitcoin, Light, Dark, Veles)
• Fix masternode ''new start required" status and caching mncache.dat
• Update "fixed seeds", "checkpoints", "minimum chainwork"
