Complete redesign of GUI wallet

• new official black & white Veles GUI theme with bootstrap-like buttons
• replaced single-color toolbar icons with full color icons, replaced single color icon set
• redesigned splash screen, alternate splash screens for testnet and pre-release builds
• added support for QSS stylesheets
• dev features of loading external QSS / dumping built-in theme to QSS file
