The distinction between inline and block direction gaps hasn't proven meaningful, so let’s just use one scale for gap/spacing.
For padding, some components would benefit from larger padding, so let’s add a full scale of them to allow flexibility. Once this is merged, I’m planning on updating some components, at least dialog, to use the new properties.
