Remove emojis and adjust tone
Description
I removed non-meaningful emojis from this page and adjusted a few phrases (non-meaningful) to better align with USWDS tone and voice.
Additional information
This originated from a discover that -site was pulling from this -develop .md file and publishing the content within our "code guidelines" page )https://designsystem.digital.gov/documentation/code-guidelines/). It mostly mirrors the content on our "contribution guide" page, except for the tone and voice and emojis.
This will close uswds-site 1938
