There are often times where having one or two headings on a page makes the in-page navigation feature of limited values, especially with only a small amount of content on the page.

Describe the solution you'd like

Ideally, we would have a data attribute data-minimum-heading-count that could be set so that the in-page navigation doesn't render if there are less than or equal to the value in the attribute. This would build on the feature request #5610

Describe alternatives you've considered

I am currently working with several WordPress table of contents plugins that have this feature, and this would be a great alternative for ensuring consistency in the coding.
