Announcement: Illia Volochii is the new lead maintainer of urllib3 #3629

Hello urllib3 contributors and watchers, I've got some great news today!
I've been the lead maintainer of urllib3 since July 3rd, 2019. In my opinion, one of the exceptional parts of urllib3 as a project is how we've successfully rotated the lead maintainer role many times over this project's long history.
For that reason, I would like to congratulate @illia-v as the new lead maintainer of urllib3. Illia has been doing amazing work on urllib3 for 3+ years including many new features, releases, vulnerability coordination, and more. Illia has always been lovely to collaborate with and the project is so much better thanks to their work. urllib3 will be in great hands alongside co-maintainers Quentin Pradet, Andrey Petrov, and myself.
