Once we have the code updated we need to build the latest code as a new binary and test it.

Note: this task has been curtailed to not include an extensive dev setup, but rather use the existing test server (in order to optimize work not done).

This should include:

* [ ] bootstrapping a t2.small AWS server with https://github.com/unfoldingWord-dev/gogs_auto_scaling as the test server.
* [ ] Creating dev dcs database and loading it with prod data
* [ ] Setup local filesystem with data from production
* [ ] adding developer user accounts to provide access to the RDS for tX databases.
