When searching for an escalation policy, I can't see the policies that I use regularly

Describe the solution you'd like:
I'd like to be able to favorite the Escalation policies that I use regularly, similar to schedules and rotations. It would also be good if I create an escalation policy that it automatically is favorited for me, similar to schedules and rotations.

Describe alternatives you've considered:
use the same type of pattern that is already in use for schedules and rotations
