[Android] arm-v7a-neon ABI not loaded for arm64-v8a cpu #126
Description
Devices with arm64-v8a architecture supports arm-v7a-neon architecture too and when arm64-v8a architecture is not available, arm-v7a-neon should be used on those devices.
Unfortunately it doesn't happen on the latest 4.2.1 and 4.2.LTS releases. arm-v7a is loaded instead of arm-v7a-neon.
