This PR migrates weaver-test's build to use sbt-typelevel.
The approach we're taking is a total rebuild, starting from a fresh sbt-typelevel setup mostly inspired by typelevel.g8.
Additionally we should try and not bump any dependencies in this particular PR.
A rough task outline:
