This adds two more guides in the guides section:

  • One on how to troubleshoot SQLFluff (this one probably needs extending at some point, but I think it's probably a good starting set of steps).
  • One on how to develop custom rules (where I've also fleshed out the README.md file for the example plugin).

I think the latter should resolve #5655 and resolve #2352.
