Clarification on how to prepare magmoms in Python interface

`magmoms` are specified in cartesian coordinates.
However, It is not clear `magmoms` are w.r.t. cartesian or crystal axis from only [Python API's document](https://spglib.github.io/spglib/python-spglib.html).
