Adding a CNNRegressor model in sktime along the lines of existing CNNClassifier

Describe the solution you'd like
Add a Regressor model using CNN with the same design choices used in CNN Classifier. Ideally it should, for all purposes of usage, behave similarly to sktime regressors.
