Describe the bug
On the v5.1.8 Proxy only is broken and exit with error : exit code : 0 , while VPN mode is working.
Previous V5.1.7 is ok in both VPN and Proxy Only modes.

To Reproduce

1. set Service mode : Proxy only
2. start
