only support NVIDIA CUDA for now

Motivation

cc @Ubospica

I tested in the docker, it seems that we don't need to install nvidia-cuda-nvrtc-cu12 or nvidia-cuda-nvrtc-cu11

Modifications

it seems that we don't need to install nvidia-cuda-nvrtc-cu12 or nvidia-cuda-nvrtc-cu11

More specifically, there's no requirement to explicitly install it within the Dockerfile - we can simply include the cuda-python dependency in pyproject.yml configuration.
