What problem are we solving?
When doing volume.tier.upload, there's no filter for disk type.
How are we solving the problem?
Add disk type filter in corresponding volume list functions.
How is the PR tested?
Manually tested. This is a shell command with no existing unit test, so no new unit test is needed
