What problem are we solving?
Improve output consistency for volume.list (i.e. same output if system state didn't change between calls)
How are we solving the problem?
By adding sortMapKeys() call in all map-related operations.
How is the PR tested?
Because it's a inspect-only command, we tested it by hand
