What problem are we solving?

#5193

for rocksdb only, there are breaks for store like mysql/cassrandra, but I don't have time to fix them together

How are we solving the problem?

  • do not iterate to next at seek
  • iterate to next under certain conditions

How is the PR tested?

  • build a seaweed tag with rocksdb store, test with list object, and see if expected results are returned

Checks

  • I have added unit tests if possible.
  • I will add related wiki document changes and link to this PR after merging.
