The goal of this PR was to silence the macos_arm64_test failures, and that was successful. The issue with linux_aarch64_test is addressed in #17273. |

Merging since it does resolve the issue temporarily. Creating a merge commit so it can be reverted easily. Thanks @mdhaber!

What does this implement/fix?
#14901 (comment) documents the warnings we're seeing on Cirrus CI macos-arm64. This temporarily silences them so that it's easier to spot issues in new PRs. We'll revert the commit when that issue is resolved.
Additional information
This is a bit heavy-handed with the silencing, but it's temporary.
