This issue is a copy of the enhancement request part of gh-2443. The major part of that issue discussed accuracy issues that are mostly orthogonal to accepting non-TF input.

Many functions in signal/filter_design.py take only TF form input. gh-3085 provides private ZPK functions, but those aren't yet exposed. SS input would also be useful.
