The pending PR #1686 "Discover & use clang-9, if present" was submitted to handle
the clang-9 case. clang-10 is now becoming available and should be addressed.

A comment by @ekrich in PR #1686 seems to indicate that such a PR would also
make bloop happier with clang-10.
